Black Hatters have been know to create Link Farms: sites which exist purely to create external links to their registered users. Such sites are delisted from search engine indices as soon as they are detected, and sites using them are heavily penalized.
There really is only way to forge the needed external links: create valuable content on your site that others will want to link to, and then negotiate with suitable sites to establish links from their site to yours and vice versa.
